Welcome to the early consultation process for renewable energy projects
in Santa Barbara County.

How does the early consultation process work?
To minimize unnecessary frustration, costs and delays, sensitive issues and concerns should be raised early in a renewable energy project's development. The early consultation process starts with a development company submitting a Wind Energy Pre-Application (WEPA) or Solar Energy Pre-Application (SEPA). Upon submission, a meeting between developers and stakeholders will be scheduled to identify potential technical and environmental issues with the proposed project. The process will provide applicants with a predictable and reliable framework for renewable energy development projects, including the opportunity to interface with the various agencies that will require permits for the proposed project.
